Failures on Windows

A lot of the tests fail with this message on Windows:

 

                All ledger directories are non writable

 

Any idea if there is anything related to file system semantics that could be
causing this?

Flavio:

How is your disk usage? I encountered an issue before that my laptop disk
usage filled up to be more than 90%, which triggered LedgerDirsListener to
mark the disk as full. It might be the similar issue as you encountered.
