removal of the dotnet-repository-builder?

Hi,

In r1331360, references to the dotnet-repository-builder were removed. As a result, the distributed repository no longer contains any DLLs built. As recently answered on npanday-users@, sometimes this is helpful to those that don't have a suitable way of having Maven contact the outside world.

Was this intentional, or just that the previous mechanism no longer worked due to the changes in dependency mechanism and needed to be re-added in a different way?
