[users@httpd] apache can't process include statements?

HI,
I'm having problem with apache processing html code that contains the
include tags such as
<!--#include virtual="/includes/tbofront2.htm" -->
 
The site runs fine on Netscape Enterprise (on HP-UX) but when i try to
run it on Apache 2 (also on HP-UX) - it just shows a blank spot where
the include content should be - any ideas?
