Likely because an IOHandler is configured that imports XML as a node tree, not as an nt:file resource.

You probably need to modify 

  https://github.com/apache/jackrabbit/blob/trunk/jackrabbit-webapp/src/main/webapp/WEB-INF/config.xml

to change the defaults.
