 * Tips for using JIRA could all be in the New Contributors Guide?
 * [https://arrow.apache.org/docs/developers/contributing.html#pull-request-and-review] and [https://arrow.apache.org/docs/developers/contributing.html#local-git-conventions] → remove duplicated content or move the whole section to the Guide?
 * Move the page and the NC guide under one folder named “Contributing” and rename the “contributing.rst” to <idea-here>?
