Proposal: move subversion/tests/libsvn_diff/diff{,3,4}-test.c into tools/ or contrib/
subversion/tests/libsvn_diff/diff{,3,4}-test.c are not tests, despite their
name.
They are minimal diff, diff3 and diff4 programs built upon libsvn_diff.
I suggest moving them into tools or contrib.
Thoughts?

+1. Given I do use them when I do tweaks to the code, I would suggest
tools/dev or maybe tools/diff.
