Some recent Jiras will make some serialization forms incompatible.  To allow common code to still be able to read output written before these changes, an incrementing version number is added to the serialization header.  This also is needed to support Uima V3 reading V2 formats, etc.

Put all of this logic into a new class, CommonSerDes.
