GitHub actions checkout is failing

Hi guys,
it looks like GitHub ACtions sometimes fails to checkout Pull requests

It is happening ofter and ofter
https://github.com/apache/bookkeeper/pull/2268/checks?check_run_id=462945652

I think the checkout action is changed to v2.
