Short XSL-FO that demonstrates this issue
Conditions:
- force-page-count="end-on-even" is used;
- an empty page must be added to conform the above property;
- a fo:conditional-page-master-reference has the property
page-position="last".
Result:
- the master [last] is used on the page before the new last one;
- the last page uses the [normal] master.
