> It seems like a bug in the [LocalFileSystemRepository | https://github.com/apache/lucene-solr/blob/master/solr/core/src/java/org/apache/solr/core/backup/repository/LocalFileSystemRepository.java#L114] where it checks if the backup exists. The bug is that it check if a file with that name exists, but the BACKUP command creates a directory.
