Fop hangs (eating up cpu time) for us when running over an empty <fo:inline>. I
attached a testfile which makes it reproducible for us.

You are using FOP trunk, right? If so, then this is a regression due to some
refactoring in LineLM a few months ago, and apparently we do not yet have test
cases for empty inlines, otherwise this would have been caught then and there.
It's on my todo-list, and already rectified in my local sandbox, so expect it
to be committed soon.
