How to know user limitation in using .htaccess (or what i have done wrong or what can i do?)

hello,

Is there any way to know about httpd.conf configuration to limit .htaccess?
I am trying to set a web site on an outsourced hosting (say company A), and
when i try to upload the .htaccess, it doesnt seems to have any effect.

The same .htaccess file on another hosting company (company B) and it works
instantly.

Even the simple:

Options -Indexes

doesnt work on the Company A setting.

I try to contact the tech support of this company A, only to have answers
like  "it should've work. try again" =\ and it takes almost forever for them
to reply my email.
They seems to use a Remote Control Panel to set up most of the setting. But
the the remote control only can only be used to set pasword and directory
protection to the .htaccess.

is there anything similar like phpcheck() in apache?
