builds report page

It would be nice to have a page that would search and display project build information without going to the project's "Builds" page.

Display build information such as:
* build date
* schedule or the user who triggered the build
* project being built
* build result status (the icon probably)

Search builds by:
* date range
* schedule or user who triggered the build
* build result status (success/error/failure)

* modified page so that "No Results Found" is not displayed initially
* added reset of fields to default values
* added project group filter and unit tests

Either include the project group so you can subtotal by group, or better, let the user select which fields to display.

Also provide an export of the data so the user can load it into Excel to make graphs, etc.

Committed initial implementation in r947907

- added a continuum-view-report permission
- only those with a continuum-view-report permission will be able to view the builds report page
- only those with a continuum-view-group permission will be able to view a project build in the report page
- search by date range, build status and triggered by
- configurable row count
- paginated
