Re: [I] Proposal: lifecycle-managed Extension Runtime for safe agent self-extension [maka]

   Recording a public deviation from the immutable-per-Run composition invariant, on behalf of #3250 (extension composition kernel K0):

   The K0 kernel owns durable Entries and the process-local Fiber projection only; it has no Run dimension, so mutations (install/reconfigure/reload/remove) retire and rebuild Fibers in place rather than producing a candidate composition for future Runs. Nothing at K0 can hold a composition, so there is nothing to pin yet.

   The invariant returns with the contribution layers: once Tool/UI/Hook/Service/Timer contributions give a Run something to hold, each Run should bind an immutable composition snapshot (the Revision/Binding/candidate model), and kernel mutations should produce candidates for future Runs instead of mutating an active Run's composition. The kernel header links here so the deviation stays public.

   (Prepared with Maka / AI assistance during the #3250 review round.)

   </details>
