### Describe the feature
When the disk load is high, it may cause temporary disk response timeouts, which does not necessarily mean that the disk is damaged/corrupted. If we mark the disk as damaged/corrupted during a timeout, it could lead to the ultimate failure of the task, or even result in an awkward situation where no disks are available for further allocation, which will make the job unstable.
### Motivation
Currently, we can find logs as below when a disk response timeouts:
```
[2024-05-21 16:12:45.464] [HealthCheckService] [ERROR] LocalStorageChecker.checkIsHealthy - Timeout of checking local storage: /data1/rssdata. This should not happen and mark this disk corrupted.
[2024-05-21 16:12:45.465] [HealthCheckService] [INFO] LocalStorageChecker.checkIsHealthy - shuffle server become unhealthy
```
### Describe the solution
Therefore, in this situation, we only need to record the number of timeouts, without marking the disk as damaged/corrupted.
