Well -- if you hadn't noticed the 60 or so emails... the VELTOOLS jira
project has been created and I moved the issues pertaining to tools
over there. (oddly, when fixing an empty component setting, jira also
wiped out the affects and fix versions on the open issues.)

I also removed the "TOOLS x.x" version labels from the VELOCITY
project and the TOOLS component. So now the roadmap for both projects
is fairly clean.

Speaking of the AFFECTS and FIX version -- some times I see they are
set to be the same, which technically shouldn't really happen. The
"FIX" version should always be a higher version that is not
"affected". For bugs that regress -- then the AFFECTS gains another
version and FIX gets pushed out further.
