I've separated and applied the patch made available in BUILDR-156.  I have also changed the definitions somewhat, no longer relying on global vars for configuration.  However, this also means that the new cobertura:check task will have to be project local (e.g. `buildr cobertura:check` is insufficient, you must specify the project name).

All of this is also available at git://github.com/djspiewak/buildr.git / cobertura
