The problem arises in that it is difficult to remove apache installed from a
source distribution without first packaging it. There should be an uninstall
directive like that in Wine and other major OSS products that allows a developer
to uninstall apache just as easily as he/she installed it, like:
make uninstall

IMO this is a package management problem and out of scope for Makefiles. There
is so much complexity that could be requested here, not to mention admin policy
decisions; avoiding removing modified config files, having to track across
versions when the set of installed files changes; how to handle non-empty
directories, etc etc.
