Add browser as a platform to cordova-cli.

cordova platform add browser
cordova plugin add org.apache.cordova.device
cordova run browser # fires up a browser

`platform add browser` should not do anything other than creating a browser folder under platforms/.

`plugin add [PLUGIN]` should use browserify to package cordova-js with the plugin built in

`run browser` should fire up the browser and point it to platforms/www/index.html
