Here is the response from JS Foundation to my query. I had requested if they could comment on this ticket but they responded directly to me.

Our IP Policy states that projects default to Apache 2 but can use another license with approval. All projects that were part of the jQuery Foundation continue to use their previous license so jQuery will continue to be MIT.
