The WTP deploy-name currently defaults to the artifactId and is not configurable [1]. This prevents web applications from deploying with any other name using WTP other than the artifactId, despite the configurable warName, finalName, and wtpContextName parameters.

This actually seems to be an issue with the Web Tools [1] where the context-root property value is not honored (in all servers but Tomcat). Adding a wtpDeployName parameter would just be a workaround. I'll close this issue in hopes that the WTP bug will be fixed first.
