AppVeyor [September release|https://www.appveyor.com/updates/2016/09/19/] broke our .NET CI build; they get stuck at downloading {{protoc.zip}} and never proceed to the actual build.

I will ask AppVeyor support to look for the root cause. Meanwhile, we can mitigate the impact by using previous version of build worker image. This is a temporary mitigation which is likely to break mid-October with the next AppVeyor release.
