Some users would prefer they had a global option to enforce GDPR on all buckets in the system.
This will help avoid scenarios where users would not have created appropriate buckets only to realize later they would have to copy all the data back into a new gdpr enabled bucket again.
This Jira aims to provide a global property for GDPR enforcement, when enabled all buckets would be gdpr enabled unless otherwise specified.
When disabled, by default no buckets will have GDPR enabled unless specified by admin during bucket creation.
