Create two new (and consolidated) mailing lists for Jakarta

The Jakarta project would like to merge the existing subproject development mailing lists. Towards that end, please create two new (and consolidated as clarified below) mailing lists with public archives:

 * dev@jakarta.apache.org
 * notifications@jakarta.apache.org

Please add rahul DOT akolkar AT gmail.com (made crawler unfriendly, FWIW) as the initial moderator for the above two lists. We'll suggest others as they volunteer ofcourse.

As part of merging the dev lists, please add subscribers from all of the nine subproject lists below as initial subscribers of the two new lists:

 * bcel-dev@jakarta.apache.org
 * bsf-dev@jakarta.apache.org
 * cactus-dev@jakarta.apache.org
 * ecs-dev@jakarta.apache.org
 * jcs-dev@jakarta.apache.org
 * jmeter-dev@jakarta.apache.org
 * oro-dev@jakarta.apache.org
 * regexp-dev@jakarta.apache.org
 * slide-dev@jakarta.apache.org

Once the dev list is set up, please close the nine lists above, with qmail forwards set up from each of these lists to point to the new dev@j.a.o list.

Once the notifications list is set up, the following loose ends should be tied up (most can be without infra's help, just noting here for bookkeeping):

 * SVN messages should be sent to notifications@j.a.o, asf-mailer.conf will need to be updated (this should completely simplify the Jakarta section and there will be no need for the git exclude up top after that)
 * Bugzilla records should be updated for subprojects that use it to post to notifications@j.a.o (BCEL, BSF, JMeter, ORO, Regexp)
 * JIRA records should be updated for subprojects that use it to post to notifications@j.a.o (CACTUS, JCS)
 * Gump nag addresses should be updated to notifications@j.a.o (currently atleast BSF, Cactus, JMeter)

Once the asf-mailer.conf change is made, the site-cvs@jakarta.apache.org list can also be closed (with qmail forwarding to dev@j.a.o).

ok, notification scheme changed to go to notifications.at.a.o , jira has been added to the allow list to be able to post to that list, remember to do the same for Bugzilla etc.

1) Point all $project-cvs@jao aliases to the new notifications@jao list (instead of the corresponding $project-dev@jao lists) for clarity 
2) Close site-cvs@jao and add a qmail forward to notifications@jao 


Ok, both the above are now done - note that 1) involved 60 lists.

Looks like the only remaining issue you have here is the Bugzilla notifications, which I can't help with.

I've made the change to asf-mailer.conf such that all commit messages under jakarta/ now go to the new notifications@jao list. Thanks for setting it up, we now have a flatter Jakarta :-)

WRT $project-cvs@jao lists, this is all prehistoric stuff. From what I remember last I looked at this, most of these are aliases (eg. bcel-cvs@jao is an alias to the now shut down bcel-dev@jao and so on). However, site-cvs@jao is an actively used list (before my asf-mailer.conf change, it matched all site commits i.e. those from jakarta/site using the $project-cvs@jao pattern).

So, I'm requesting two things:
1) Point all $project-cvs@jao aliases to the new notifications@jao list (instead of the corresponding $project-dev@jao lists) for clarity
2) Close site-cvs@jao and add a qmail forward to notifications@jao
