## What changes were proposed in this pull request?
HDDS-14390. [Website v2] [Docs] [Administrator Guide] Starting and Stopping the Ozone Cluster
Please describe your PR in detail:
- Based on https://ozone.apache.org/docs/edge/start/onprem.html "Startup the cluster" and "Shortcut" section.
- Removed the SCM and OM initialization since they should be covered earlier in other pages.
- Added instructions to start/top optional services: s3g, httpfs, recon.

I'm thinking Installing the Ozone binaries https://ozone-site-v2.staged.apache.org/docs/administrator-guide/installation/installing-binaries could be the place.
Or perhaps a page for "config and initialization" before 'Start and Stop' under Administrator Guide -> Operations.
