What you're seeing appears to be a bug in your RDP server, not in Guacamole. Copy/paste of emojis via RDP works just fine:

I can replicate the behavior described only if using the XRDP server, and moving the mouse around within the session (hovering icons in the panel, etc.) shows that the freezing is strictly within the application receiving the paste, not within Guacamole nor the overall RDP session:
