XalanJ2 and XalanC Bugzilla projects now open

I have added Xalan projects to the bugzilla database at
http://nagoya.betaversion.org/bugzilla/.  It would *really* be helpful if
people would post bugs directly to that database.  This will help us focus
on the code and tests instead of spending time copying and pasting emails
to this database.

We have some internal SPRs (Software Problem Reports) that we will be
migrating to this database over the next couple of weeks.
