Today Zeppelin allows 2 ways to load dependencies: With %dep interpreter or with UI (in 0.6.0).

These dependencies are applicable to that entire Zeppelin system. 

The use case we want to support is for multi user Zeppelin.

E.g Both UserA & UserB use Zeppelin to configure Dependencies and load libraries. But the library dependencies are isolated to user specific context.

This would allow conflicting dependencies from to co-exist in their isolated context.
