[commons-build] Sandbox project.xml

I think we will eventually want to tie the sandbox project inheritance 
into commons-build/project.xml as well. Any thoughts on this?

I'm just playing with a sandbox project ATM.
I suspect that a separate project-sandbox.xml might be a good plan for
inheritance rather than trying to get too clever.
