Description:
The Copyright and License footer needs to be able to link directly to a license or document. At the moment, one can only put the "vendor" name into skinconf.xml and the skin stylesheets build the statement. The skinconf might need an additional element, say "license", to enable this. This ability is needed for both the HEAD and version 0.5.*
