I hope I understood the issue you're describing correctly (title says restrict static column but actual restriction is on pk, so I'm not completely certain).

Static columns are stored on the "partition level", and will be same for any row in this partition. You can achieve the same thing by dropping clustering column restriction and using `limit 1` (for example).
