helper functions for POSIX shared memory

Antoine Pitrou commented on ARROW-1385:
---------------------------------------
Is there a target use case we're thinking about? Otherwise it's not obvious this deserves keeping an issue open.
(especially, one annoyance with shared memory is garbage collecting unused shared memory segments: Windows is able to do this automatically, Unix unfortunately is not)
