Problem with Entity Resolver

In Xerces1.4.4 an EntityResolver would receive the systemId "magic.dtd" for
the following line:
<!DOCTYPE magic SYSTEM "magic.dtd" >

But in Xerces2, the systemId is now null, so I can't test to see what the
correct behavior should be. Is this a bug, or a "feature"? Or am I doing
something wrong?
