(was: For months now I've been seeing issues with editing a JIRA.  My main issue is that I do not see an 'assign to' button on JIRAs.  As an example, take this JIRA which I clearly opened:

I would like to assign this to myself.  However, I do not see an 'assign' button/link.  If I have a team mate (e.g. Rick Curtis) open the JIRA in his browser, he can assign it to me.  When I search the web for this issue, it sounds like someone with super power has to fix this.  One thing to note is that when I open a JIRA and view the source (i.e. view the html source using firefox), I see this for the 'assign-to-me':

Notice the 'hide-from-opsbar'.  Could this 'hide' stanza have something to do with my issue?

Furthermore, lately I'm finding I can't even edit an existing JIRA.....this one for example doesn't show me options to re-open the JIRA:

Please help!  Am I missing some authority?  BTW, yes, I am signed into ASF JIRA. )
