   官方文档这么说：
   broadcast.fail.percent 取值在 0～100 范围内。默认情况下当全部调用失败后，才会抛出异常。
   
   我现在的情况是只有一个提供者出现timeout，消费者也出现异常，和官方文档介绍的内容有出入。
