### Describe the enhancement requested
The simdjson migration currently lacks a reusable way to serialize `simdjson::ondemand::value` using `JsonWriter`.
Adding a `JsonWriter::WriteValue` helper enables recursive serialization of simdjson values and provides a common API for future migration work. This avoids duplicating serialization logic when replacing RapidJSON-based code.
### Additional context
This is a follow-up task for GH-35460.
Future migration PRs can use this API to replace existing RapidJSON-based serialization with direct simdjson serialization.
