Support for AWS eu-south-1

Hello --

Are there any plans to add eu-south-1 as a supported AWS region?  I
couldn't find anything on JIRA showing this planned work.  If it isn't, I'd
be interested in making the contribution for this. This PR from 2020 seems
to show what work would be required for adding another AWS region:

I don't anticipate making another jclouds release but we can probably
merge this and you can use a SNAPSHOT:

https://github.com/apache/jclouds/pull/219
