This would violate the Servlet/JSP spec (which requires iso-latin-1 unless 
otherwise specified).  But, since it is an enhancement, I won't do the knee-
jerk "WONTFIX" on it.  It would be a totally Tomcat-specific and totally non-
portable feature however.

As an alternative, it seems to me that this should be easy enough to do in a 
Filter.
