[I] Use pill buttons instead of links on catalog artifact UI (tooling-trusted-releases)

dave2wave opened a new issue, #1378:

   On the [catalog page](https://release-test.apache.org/catalog/maven-resolver) change the links to pill buttons:
   
   1. `CLE Feed` to `Project CLE`
   2. `CLE`
   3. `Download`
   4. `.asc` to `Signature`
   5. `checksum` to `Checksum`
   
   Make the pill for the Download button have a stronger color.
