   Changes proposed in this pull request:
     - Fix the bug that the Linux Docker Image of Proxy Native cannot be built on Windows. Previously, Proxy Native had a logic vulnerability when compiled on Windows. It was built as an executable file that was only available on Windows, but it was tried to be put into a Linux container. 
     - Previously, the LICENSE of the built Linux-available Native Image was not put into the Docker Image. This PR fixes this problem.
     - Starting from the current PR, it is supported to build mostly statically linked or fully static Linux Docker Images on Windows or Linux out of the box.
