HBASE-4552 multi-CF bulk load is not atomic across column families

Hi,
The patch for TRUNK has gone through several rounds of code reviews.
The new tests are all passing.

Some of the failed tests on PreCommit were due to:

Too many open files

I plan to integrate the patch to 0.92 and TRUNK early next week.
