Added a static Method to the ServletHelper which checks the enable-upload param
in web.xml, if returns the default value "false" if the param is not set.

Added a the check to Assets.java and InsertAsset.java.

We should also discuss to merge Assets.java and InsertAsset.java, one is for the
Upload area in the Sitearea the other in the BXE integration. I dont think we
need to Classes for more or less the same Usecase.
