The packages *"org.apache.maven.model.io"* and *"org.apache.maven.model.merge"* are shared between modules *"maven-model-builder"* and *"maven-model"* (both versions 3.8.6). In Java 9+ this causes split packages and compilation to fail when these are part of the module graph.
