ok, clearly this was the wrong way to fix this, and I do not understand how the test harness works!  We have a couple of fresh failures as our test harness fails if we go beyond the # of allowed on-deck searchers.  What we want instead is for it to wait for the searcher to be available and then continue.  

I'll revert for now.  Can anyone tell me the correct way to fix this?
