   **Describe the bug**
   A clear and concise description of what the bug is.
   
   This https://github.com/apache/arrow-datafusion/pull/2156 introduce an optimization for checking value in/not in the list.
   
   But it ignore the `NULL` case.
   
   In the SQL system, NULL is not equal to NULL.
   
   Like below case:
   ```
   select 1 in (2,3,4,5,......100, null)  return null
   ```
   
   But now It will return false.

   Steps to reproduce the behavior:
   
   **Expected behavior**
   A clear and concise description of what you expected to happen.
   
   **Additional context**
   Add any other context about the problem here.
