In the footer of the Cordova website, the links pointing to the license, and the five other {{apache.org}} urls have a protocol of {{http}}. So does the link [to StackOverflow|https://github.com/apache/cordova-docs/blob/3da99ed88/www/_includes/footer_contents.html#L27] but I don't know if the site has an opinion about that link.
