JMeterThread.rampUpDelay() will blindy wait its initialDelay without
periodically checking if the test was stopped. In test with long rampup periods,
(2 minutes) is annoying to wait the whole rampup perior just to stop the test.

same as Attachment #19216 but check interval is configurable

now the checking interval can be configured via jmeter.properties. The default
checking interval is set to 5000 ms

Well yeah, anything below 5 secs should be ok, and if you make it a  config
property will be even better, of course.

A good idea.

However I think the fixed 400ms wait (in the patch) should be a JMeter property 
with a longer default.
