Secmail treatment of icla.JPG files is awkward

When an email to secretary contains attachments of icla.jpg files, they can be viewed in the view pane.

When the attachment is ICLA.JPG, clicking on the file name downloads the file for viewing via the local pdf viewer app.

But drag/drop to paste multiple pages together works fine.

I think the relevant code is in the parts.js.rb:

      else
        link = "_danger_/#{attachment}"
      end

Or is the trailing i indicate case-insensitive match?

What function decides to download the icla.JPG instead of viewing it?
