is there a UI to manage coplets layout in the new portal ?

There was one in old portal. Is it possible to reuse it ?

you can use cocoon forms to create a gui with which you can edit the xml-layout-
files in portal/profiles/layout for all users, for roles or for individual 
users.

there is no tool to manage the layout atm.

no, it't not possible to reuse the one from old portal with
the new one, because there are many differences between the two
portals. :-/
