OS: OS X 10.12.5
OO: OpenOffice 4.1.2, Impress

Steps:
Start a new empty Impress (Presentation) file
Go to OpenOffice Preferences menu (OpenOffice > Preferences > OpenOffice
Impress > General > Settings > Unit of Measurement) and change measurement
units to cm
Go to the top menu bar (Format > Page) and maximize Slide size to maximum
available value: 300.00 x 300.00 cm.
Save changes
Write at least 3 paragraphs of text on the Slide
Font: Arial
Font size: 96
Select all paragraphs (I used shortcut Command + a)
Go to the top menu bar (Entry field of Format > Paragraph > Spacing > Below
paragraph) and change Below Paragraph value to the maximum available: 567.00 cm
Click OK to save changes
Observe that initial spaces within paragraphs got changed, it’s visually
noticeable
Go back to the Below Paragraphs variable (see Step 7)
Observe that Below Paragraph variable is set to 42.71 cm
Issue: User is not notified about the Below paragraph variable change - there
is no error message, no notification is shown.
Argumentation: Value is changed without letting user to know about it. Variable
is not consistent with its purpose - if one is allowed to specify Below
Paragraph value as 567.00 cm, this value should be used for spacing paragraphs.
If there is a condition why this value is invalid user should at least be
provided with a notification about it.
